Lincoln Water System, a division of the City of Lincoln Transportation and Utilities Department, is seeking an Operations Analyst to support the Water Production and Distribution Sections through data analysis, reporting, technical coordination, asset management support, and process improvement initiatives.
This position routinely involves all Water Division sections to identify operational needs, technology support requirements, equipment maintenance concerns (including technical office systems), and data/reporting requests. The Operations Analyst plays a key role in strengthening asset management programs and improving operational efficiency through data-driven decision-making.

The Operations Analyst collaborates with supervisors and managers to enhance asset management programs, improve operational processes, and support regulatory compliance efforts.
Work involves assisting in the analysis, development, and coordination of innovative best practices and performance management strategies. Responsibilities include applying a data-driven approach to support division leadership in developing, tracking, and reporting performance measures, as well as identifying efficiencies that promote organizational improvement.
Work is performed with considerable independence and is reviewed by an manager through written reports, project outcomes, and results achieved. This position may exercise limited supervision over subordinate staff as assigned.
Examples of Work Performed/ Essential Job Functions
- Evaluate business processes and operational practices for efficiency, cost-effectiveness, and performance outcomes.
- Gather information by observing workflows, reviewing departmental reports, conducting staff interviews, facilitating work sessions, and other data-collection methods.
- Determine appropriate analytical methods to assess operations and identify relevant performance data.
- Develop, track, and analyze essential data used for program management and operational decision-making.
- Document findings, prepare reports, and make recommendations to improve performance and operational efficiency.
- Research industry trends and provide recommendations to maximize opportunities and efficiencies.
- Communicate analytical insights and recommendations to the leadership team.
- Prepare detailed technical and performance reports.
- Create dashboards, visualizations, and tools that present complex data in a clear, user-friendly format.
- Support asset management systems, GIS data accuracy, regulatory compliance reporting, and operational data integrity.

- Considerable knowledge of principles, practices, methods, and techniques of organizational improvement and management.
- Considerable knowledge of data collection, analysis, reporting, and visualization techniques.

- Ability to analyze and interpret complex data and present findings in written and oral form.
- Ability to analyze administrative and operational problems and present clear, concise recommendations.
- Ability to establish and maintain effective working relationships with municipal officials, co-workers, and the public.
- Ability to communicate effectively both verbally and in writing.
- Proficiency with data analysis and visualization tools (e.g., Excel, Power BI) preferred.
- Familiarity with asset management systems, GIS applications, and regulatory reporting processes preferred.
Minimum Qualifications/Necessary Special Requirements
- Graduation from an accredited four-year college or university with major coursework in public or business administration, mathematics, accounting, computer science, engineering or related field with three years of experience in data reporting and analysis or any equivalent combination of training and experience that would provide the required knowledge, abilities and skills
